WaterSure (vulnerable household scheme)

Pouring a Glass of WaterThe WaterSure scheme (formerly the vulnerable household scheme) is a capped charge.  It is intended to help customers who pay for their water charges via a water meter who experience difficulties as a result of high water usage or low income.

If a member of your household is in receipt of benefits and has a medical condition that makes you use more water, or you are in receipt of benefits and have 3 or more children under the age of 19, then you may be able to apply for this scheme.

Further details relating to the qualifying criteria are described below:

"Watersure households" shall mean premises which fall within the terms of Regulation 2 of the 1999 Regulations, the extent of which is as follows:

The consumer or a person residing within the premises is:

(a) entitled to receive one or more of the following:

  1. Council tax benefit
  2. Housing benefit
  3. Income support
  4. Working tax credit
  5. Income-based job-seeker’s allowance
  6. Child tax credit (Except families in receipt of the family element only)
  7. Pension credit
  8. Income Related Employment and Support Allowance

and either,

(b) entitled to receive child benefit for three or more children under the age of nineteen who reside in the premises or

(c) diagnosed as suffering from, or has a child under nineteen who resides in the premises diagnosed as suffering from one or more of the following -

  1. Desquamation
  2. Weeping skin disease
  3. Incontinence
  4. Abdominal stoma
  5. Crohn’s disease
  6. Ulcerative colitis
  7. Renal failure requiring dialysis at home, unless a contribution to the cost of water consumed in the process of dialysis during the billing period is made by the health authority or...
  8. Any other medical condition as certified by a registered medical practitioner, which certification must include: the name of the patient, the diagnosis of the medical condition, the date of the certification, and together with the name, address and signature of the registered medical practitioner and as a result of that condition is obliged to use a significant additional volume of water
